Does this apply to the Start-Up screen aswell?

Yes! As long as you keep the pack enabled before shutting down the game.

Why does this pack require a mod for it to function?

As the time of writing this the colors of the Loading Screen are unchangeable through Resource Packs, the only way to do so is through a mod like OptiFine, Puzzle or any mod that implements color.properties. There is apparently a way to do it with Core Shaders, but I do not know glsl, and will probably be that way for a long time.

Can you put this pack on CurseForge?

I do not plan to put this pack on CurseForge, and probably never will.

On Minecraft Version 1.20.1 and down to 1.16.2 I get the pack is too old message, why is that?

On these versions "supported_formats" in pack.mcmeta was not introduced yet, because of that it looks at "pack_format" and says on the lines of "Pack format 5? (pack format for 1.15.2) That is old. This pack must not work on me anymore" even though the pack supports that version. Best you can do is just ignore it and enable the pack anyway, do the same on 1.14 versions if it says "pack is too new".

How I came up with the idea for the pack:

I was browsing the Modrinth website a bit and found this image in their main page

And I really liked it, so I decided to make it into a actually functional pack thanks to OptiFine's color.properties file that changes hardcoded colors in the game.
