Adds an outline to the enchanting table

Description

This resource pack makes it where the enchanting table has a blue outline.

The enchanting table was made by using the same logic as the new redstone torch texture.

The outline does have some issues when next to a block because it is spaced 1 pixel apart.

Changes the outline color to purple.

Removes shading from the outline

Spaces outline 0.5 pixels rather than 1 pixel.
