This resourcepack makes all minecraft textures downscaled by 4x. Downscaling a 16x16 (default for blocks and items) texture by 4x will make it 4x4 pixels. Downscaled textures have less details and do take less V-RAM, but it probably won't do any optimization, so this is just a visual thing.
