It toggles the gamerule /gamerule allow_entering_nether_using_portals to true or false

End

If the End is disabled and you have an Ender Eye either in your hotbar or in your offhand, your block_interaction_range attribute will be set to -1. In this case, you cannot interact with blocks. Just have it in your inventory.
