Applies the fancier snow biome effects from Frozen Stupor to all snow biomes

- Frozen stupor is a private mod. For this reason, the license to this mod will be ARR until that mod comes out. Expect bugs and changes until that mod is fully finished!
Applies fancy (and maybe slightly overkill) effects for when it's raining in a snow biome (or at all if "Apply Effects when Not Raining" is enabled).
These effects include:
- Stronger colored Fog
- True Darkness at Night
- Transparent white overlay (imitating Legacy Console Edition's gamma)
- Custom Snowflake particles
- Screenshake at Night
- Immersive ambient sound loop
