Stronger Crossbows

This datapack aims to make Crossbows more viable, from early game to late game.

Crossbow's arrows now almost have equivalent damage to that of a Power 4 Bow by default without enchantments.

This balances out due to the crossbow being unable to recieve power, flame, infinity, etc. And it's slower charge-up without Quick-Charge.
