bobby: don't touch render distance fog end to avoid triggering stale custom sky renderer
multiplayer: treat custom dimensions as overworld

add voxy far chunk fog density settings
- no functional change, but much more intuitive to configure
rebuild rain fog calculation method
- fixes missing clouds for small render distances or small fog end values
- fixes fog distances being applied slowly after settings change (now instant)
