Added two tags about entity boarding the boat and boots walking through the powder snow

Two new tags: powdersnowentitytag:no_boat powdersnowentitytag:powder_snow

The former makes it impossible for your entity to board the ship again, while the latter gives your boots the same effect as leather boots

This mod was developed specifically for my modpacks
