No Air Mining Penalty

**This mod removes the default mining speed penalty when the player is underwater or not standing on solid ground. ** It is a lightweight Fabric/NeoForge mod that makes gameplay smoother, maintaining consistent block-breaking speed across different environments.

Currently tested on Minecraft 1.21.1 (NeoForge), 1.21.6 (Fabric), and 1.21.10 (Fabric). In theory, it should work on all versions 1.17+. However, I have only tested it on Fabric 1.21.6/1.21.10 and NeoForge 1.21.1. If you encounter any issues, please report them on GitHub – I'll ask my AI assistant to fix bugs (though this mod probably has no bugs to fix).

The mod must be installed on both the server and the client to take effect (can be paired with client flight mod).
