More Item Predicates

Adds more item predicates for texture packs to use Dev on all my projects will be paused for the duration of the BDS boycott against Microsoft.

Enables texture packs to do more by adding more item predicates to the game which can be used to differenciate models and textures based on additional factor like item count or enchantments.

Adds the mip predicates count max_stack_size count_under, enchantments, stored_enchantments as well as mip predicates for all vanilla enchantments (eg, mending)
