Mipmaplevel and Language Fix

Makes changing Mipmaplevels and Language faster/instant, by instead of doing a full reload, only reloading the respective part of the game.

Use 1.16_to_1.19 for: snapshot-20w10a or higher

Use 1.14_to_1.15.2 for: snapshot-19w14a to snapshot-20w09a

Improved Mipmaplevel reloading is not compatible with the sodium menu.
