Remove Mending trades from Librarians

This little datapack replaces all Librarian Mending book trades with Silk Touch trades.
Consider pairing this with the "noAnvilRepair" Carpet rule to let your players repair tools for reasonable XP costs instead!

- "functions" became "function" in datapack dirs
- "tags" on enchanted books became "components"
- Enchantments changed from {"id":"","level":#} to {"id":level}
- "StoredEnchantments" became "minecraft:stored_enchantments"
- And a few other odds and ends changed.
