Fixes steep surface rule condition only working on the north and east faces of slopes.

A comparison between MC-258859 (referred to as "Fixed" in the image) and Vanilla, where a lot more Stone can be seen on Snowy Peaks and even an increase in Packed Ice for Frozen Peaks

Makes cliffs prettier by decreasing the amount of Snow and Dirt in Minecraft's mountain biomes.
Supports Terralith, where it improves 17 biomes!
Server-side, works out of the box with no client incompatibilities!
