Adds a /locator command that trades emeralds to locate structures, biomes, or POIs with balanced costs.

Use /locator (structure/biome/poi) (...) Like /locate command

It'll ask you for fair trade, trade: emeralds to locate the nearest structure

And it could be used by anyone (no need op)
