Creeper Multidrop
Allows a single charged creeper to drop multiple heads, also allows normal creepers to have a 10% chance of dropping heads.

This mod uses a mixin to let Charged Creepers drop multiple heads like it originally was in 14w30a, and before it was changed in 14w30b. This mod also allows normal Creepers to have a 10% drop chance to drop heads from mobs also, which is a new feature.
