[Crafting] Cheaper templates

Reduces the number of diamonds needed for smithing template replication from 7 diamonds to 4 diamonds

Copying smithing templates is expensive. This data pack changes the replication recipe to use 4 diamonds instead of 7 and requires 3 more of the related block in their place.
