Forces Stairs to be upright/can't connect and prevents stairs from connecting to non-fences. Just like beta!

All Stair blocks vanilla and Modded will only be placed upright and will not connect to eachother so the corner connection does not happen.
Fences won't connect to non-fence blocks.

Intended to be used alongside other "Golden Age" mods such as Nostalgic Tweaks
