Satan's curse is an anti gamemode preventing players having op permissions to go in creative or in spectator (i will send seperate files for both), there is a command for the world/server owner to choose who he want's to bypass the curse

Satan's Curse

This simple datapack prevents players with gamemode permissions to go in creative or in spectator. You can choose who is allowed to bypass the restrictions with a simple command /tag @a add Bypass_Of_Satan I suggest you use this with LuckPerms to prevent players from giving themselves the tag
